Cost Plan & Relative Cost

Hi,

I have upgraded to 9.0.22 and after this I can't send calls to different provider by using cost plan in the astroute. I have two providers in my asttrunk and I have set them as follows:

Provider1 Relative Cost= 18
Provider2 Realtive Cost= 18

In my astroute for a country I have set the cost plan for cheapeast price to 9 and expensive price to 10 but when I make a call it is always picking up the pattern with expensive price.

Can somebody explain how this cost plan really works so I can setup accordingly.
